The state parliament should resolve:

The state parliament calls on the state government to advocate, through a Bundesrat initiative, for the Brennstoffemissionshandelsgesetz and the Treibhausgas-Emissionshandelsgesetz (BEHG, TEHG) to be completely repealed as quickly as possible without replacement, as well as for all corresponding EU regulations and directives (such as the so-called EU Green Deal) and related regulations such as the CO2 border adjustment to be abolished and their implementation to be stopped immediately.

The CO2 pricing measures adopted by federal and European policy lead to a massive increase in energy prices in Germany and thus an overall rise in the price level. This is because not only refueling and heating become more costly as a result, but everything that in any way requires energy.

It can also be observed that the additional costs arising in Germany are passed on to consumers to a greater extent than in neighboring European countries.1 After the price per tonne of CO2 had already risen to 55 euros in 2025, a further increase to as much as 300 euros per tonne by 2028 cannot be ruled out, with correspondingly far-reaching consequences.

The proclaimed success story of CO2 pricing in the name of climate protection is in reality a de-industrialization of Germany, which does not contribute to any reduction in CO2 emissions but merely leads to relocation abroad or promotes industrialization in other countries. It can be observed, for example, that Germany’s industrial production has been declining since 2018.3 Germany is the only country among the world’s major industrialized and emerging economies that recorded an overall shrinking economy in 2024 and also ranked last in 2025.

The German Economic Institute therefore rightly writes that “the incentive effects of the European emissions trading system are literally reaching their limits when the pressure to reduce emissions increases due to the ambitious climate targets here, while this pressure does not exist beyond the EU’s borders.”

The solution therefore cannot lie in an expansion of CO2 pricing, as the current economy-hostile policy suggests, but only in a departure from CO2 pricing, which is why a corresponding Bundesrat initiative is urgently necessary.
