Two children’s homes for the Burgenland district are set to cost five million euros more than necessary

At the most recent district council meeting, Sebastian Nicolai criticized the fact that seven million euros are to be earmarked for the construction of two children’s homes, even though such facilities would cost only about one million euros if built by independent providers.

In this context, Sebastian Nicolai submitted a motion calling on the district council to adopt a budgetary lock note that could only be lifted by the council itself. In addition, a cost comparison with independent providers is to be prepared. In his reasoning, he explained that the members of the district council must ensure that taxpayers’ money is handled responsibly. It must therefore be examined whether independent providers can build more cheaply and operate such children’s homes at lower cost. In Zeitz, an independent provider is currently planning to build a children’s home for just one million euros. The district, by contrast, is budgeting 3.5 million euros per children’s home.

According to District Administrator Götz Ulrich (CDU), the sum of seven million euros initially refers to a rough estimate based on the first children’s home operated by the district itself. This facility incurred costs of around 3.5 million euros. The actual costs incurred would depend on the respective property. In addition, it is still unclear what type of children’s homes are to be built.

Ulrich argued emphatically in favor of creating facilities of the district’s own in order to become less dependent on independent providers and to be able to ensure that sufficient capacity is actually available in the district’s children’s homes for children from the Burgenland district. Independent providers would, accordingly, also accommodate children from other districts or from Leipzig in order to achieve the necessary occupancy.

Likewise, according to District Administrator Ulrich, it is still unclear what operating costs will actually arise. For this, a longer reference period is required. The advantage of having facilities of one’s own lies in the fact that the district can precisely trace what operating and personnel costs are incurred in detail. The district needs its own experience and data in order to be able to negotiate better with independent providers. For this purpose, preferably a full year of operation at full occupancy is required. At present, the district-owned children’s home is occupied with only 16 of 20 places.

District Administrator Götz Ulrich (CDU) proposed that the two facilities be built nonetheless.

Sebastian Nicolai’s motion was rejected by the usual majority of district council members. The procedure is recorded in the video.

It should be noted that the district is expected to show a deficit of 109 million euros in 2026. Numerous members of the district council are simultaneously lord mayors, mayors, as well as members of city and municipal councils in their respective municipalities. Since the district derives its revenues from the district levy, which must be borne by the cities and municipalities, those district council members who voted in favor of possible additional costs of around five million euros for these two children’s homes will have to explain in their city and municipal councils why they thereby opted for a higher district levy and consequently for a more difficult budgetary situation for their municipalities.
