District Administrator Götz Ulrich and employees of the district administration do not understand German! How far should inclusion in public administration go?So that I am not misunderstood: I am absolutely in favor of inclusion. However, there are areas in which at least cognitive comprehension of the German language should be at a very high level.
District Administrator Götz Ulrich and employees of the district administration do not understand German!I have already asked several times in the district council when the conditions will finally be created so that all parents in schools can fulfill their statutory duty of support in class. But somehow it seems that this is a question that – let me put it a bit more directly – exceeds the cognitive abilities of the district administrator and the district administration. After I reminded them once again to answer this question during the citizens’ question time at the district council meeting on 13 October 2025, the district administrator wrote to me personally. He or an employee of the district administration had watched the video of the district council meeting of 10 March 2025 again. It should be noted that District Administrator Götz Ulrich refers to a district council meeting from 3 March 2025. However, there was no district council meeting on 3 March 2025. What was written down – by whoever – was: “When will the district, in the schools for which it is responsible, finally implement the statutory requirements so that all parents can fulfill their duty of support? … When will the necessary conditions finally be created so that parents can fulfill their statutory duty of support in class, in school, and what will that look like in concrete terms?” However, what I asked – see video evidence – was when the statutory requirement would be implemented or when the conditions would be created so that parents can fulfill their duty of support. Robert Aßmann from Department IV of the district administration stated in a letter dated 10 April 2025 that he had gathered from the recordings that I had asked when the “statutory requirements would be created,” and replied that statutory requirements are drafted and adopted by the federal government or the state. The Burgenlandkreis could only exert limited influence on this. There were currently no efforts toward new regulations in this area. It should be noted that education and the school system fall under the responsibility of the federal states, and the federal government would hardly be the one to set such statutory requirements. It appears as though an attempt is being made to shift responsibility to the state and the federal government, even though the federal government is not responsible for this. The attentive reader will surely notice that, first, the statement from the video was transcribed incorrectly. And secondly, that Robert Aßmann completely misunderstood even the inaccurately transcribed question and therefore formulated an answer that entirely misses the point. Although I repeated and clarified my question at the district council meeting on 13 October 2025, District Administrator Götz Ulrich referred again in his letter of 16 October 2025 to the letter from Robert Aßmann. He again did not address my clarified question. To me, it appears as though District Administrator Götz Ulrich and Robert Aßmann do not understand the German language. When I ask about the implementation of legal requirements and the creation of conditions so that parents can fulfill their duty of support – especially since the legal requirements are clear and the district administration has been acting on behalf of the state of Saxony-Anhalt in this matter since at least 2010 when it comes to denying integration assistance for children with disabilities – it is extremely concerning when both the district administrator and the administrative employee, Robert Aßmann, believe I asked about the creation of the statutory requirements themselves. Until now, I had assumed that both the district administrator and employees of the district administration must have reached a certain level of linguistic comprehension through school graduation and university studies. I also have no issue with employees with disabilities working in the district administration or with the district administrator having a disability. However, if there is a lack of understanding of the German language in its nuances or if the cognitive ability to transcribe spoken words from a video is absent – and even those incorrectly transcribed words are then completely misunderstood – and this leads to such non-answers, I see this as a significant problem. And this problem becomes even greater when the district administrator and his employees are unable to respond adequately to a repeatedly clarified question and fail to recognize that the previously completely misunderstood question was additionally answered completely incorrectly. I consider it highly problematic that the district administrator continues to insist on the completely incorrect answer. Some may be familiar with such reactions from people in the early stages of dementia or from those with generally limited cognitive abilities. I do not know who is responsible for having the health status of the individuals involved examined. Would the district council have to initiate this, since it is the supervisory body over the district administrator and the district administration? However, I assume that it is not only of utmost importance that both the district administrator and the employees of the district administration are cognitively fit at 100 percent. It is certainly essential for a lawfully functioning administration that employees – and especially the chief administrative officer, the district administrator – do not suffer from impairments that could render administrative acts, notices, or contracts void because the employee or employees are not mentally competent. Inclusion yes, absolutely, but in this example in particular, the limits become apparent in my opinion. Author: AI-Translation - Michael Thurm | |
