€5.2 Million Budget Deficit in Hohenmölsen – Successful Economic Policy Shows Its Results Even in the “Secret Capital” of the Region

Hohenmölsen, a town with just under 10,000 inhabitants including its districts, is now joining the ranks of other Burgenlandkreis towns, Zeitz and Weißenfels, when it comes to budget deficits.

But that’s not all: Hohenmölsen is also supposed to transfer a hefty district levy to the Burgenlandkreis, which itself is deep in the red. Mayor Andy Haugk announced at the city council meeting on February 19, 2026, that the budget hole amounts to several million euros (see video).

It could be gathered from the statements that Hohenmölsen has always depended on external subsidies. However, these will disappear entirely this year due to legal requirements. In addition, business tax revenues have collapsed – one wonders why.

This again raises the question of how Mayor Andy Haugk will vote in the Burgenlandkreis council on March 2, 2026 regarding the district budget. On the one hand, mayors are supposed to avert harm from their cities. A sharply increased district levy while the city itself is running a significant deficit could certainly be considered harm. On the other hand: will Andy Haugk, who is also chairman of the district council, really bring himself to cause budgetary difficulties for District Administrator Götz Ulrich (CDU) and force him to revise the district budget? Probably not.

The members of the city council are scheduled to decide on Hohenmölsen’s budget on March 19, 2026. If the district levy is approved by the district council, the city council members would then be faced with fairly much a fait accompli. Unless they majority-vote to instruct Mayor Andy Haugk to file a lawsuit against the levy. In past years, a municipality in the Burgenlandkreis successfully challenged the district levy in court.

Interested readers can find the documents for Hohenmölsen’s 2026 draft budget here.

Special Debt – Special Assets

At the city council meeting it was announced that projects already underway will continue to be carried out. In addition, the federal government’s special fund is supposed to save quite a lot. As a reminder: this special fund, which ultimately consists of special debts that the citizens of the republic will repay through one tax or another, is gladly referred to as “special assets” because that sounds more positive. According to reports, this special fund is nevertheless intended to keep regional politics capable of acting. After all, it would be rather unpleasant if regional politicians had to start slashing everywhere due to a lack of funds. That might arouse suspicion not only among citizens but also among politicians themselves. Naturally, that is not desirable – and so federal politics has ensured with the special fund that regional politics remains on its side.

Uneasy Relationship with the Public

In Hohenmölsen there is also a certain unease about video recordings of such city council meetings. I dutifully notified them by email at 17:06 that I would attend the meeting, which began at 18:30 (“to register” in the rules of procedure of the Hohenmölsen city council means “to notify”). But that was too late for the council chairman and the administrative staff member. They said they would need to know earlier if such recordings were to take place – in order to clear something out. Why? I don’t know. Six chairs were provided for the public, three citizens came. Really not a problem.

Please excuse the audio. A peculiarity of the Hohenmölsen city council – similar to Weißenfels – is that cameras are supposed to be placed as far away as possible from council members. However, that also means the microphone is far away. The wooden floor creaks, the chairs are not fitted with felt pads and make noises when moved, council members cough, and the room echoes. Speech intelligibility suffers as a result. For council members conversing in a circle that may work – for the public rather not. But perhaps that is intentional.

Donations for Technical Upgrades

I have been considering for some time purchasing an audio recorder that could be placed in the center of the circle in such situations. This device would be closer to the sound sources, the mouths of the council members. Another idea would be a 360-degree camera that could also be placed in the center of the action so that faces could be captured more clearly. Below are options for voluntary contributions. There is plenty of room in the account. Thank you in advance!
