The holy hot-air salesman Sven Schulze (CDU, Minister-President of Saxony-Anhalt) spoke in the BundesratWhat a stroke of luck for Saxony-Anhalt. At last he stands there. At last he speaks. At last he explains the world to us anew: Sven Schulze, freshly in office, in the venerable Bundesrat, with the courage of a man who wants to reform the system – a system he himself has helped build for years. The great new beginning – after 15 years of permanent government“Spirit of renewal instead of stagnation,” he writes beneath his speech. One feels like standing up and applauding. Finally someone who recognizes the stagnation! Only one small, insignificant side question remains: Who exactly has been governing since 2011?Oh yes. His political mentor Reiner Haseloff. Fifteen years as Minister-President. CDU-led coalitions with the SPD, later also with the Greens and the FDP. In other words, precisely those parties that are now proclaiming a new beginning. Fifteen years is not a transitional phase in politics. It is an era. If after an era “renewal instead of stagnation” is necessary, then above all it means one thing: Apparently there was quite a lot of… stagnation before. But you really have to manage this: to help shape a situation – and then comment on it as if you had just risen from the opposition benches. Four years as Minister of Economic Affairs – and now the enlightenmentIt becomes even more impressive when one recalls: Since 2021, Schulze has served as Minister of Economic Affairs in Saxony-Anhalt. Responsible for location policy, investment, competitiveness, approvals. And now he stands in the Bundesrat explaining that Germany must become “faster and more effective,” that procedures must be shortened, infrastructure accelerated. What a brilliant insight! If only someone in the past four years had had the opportunity to work on precisely that. But apparently it first required a promotion to Minister-President to realize that bureaucracy is slow and that the economy needs planning certainty. Visionary. Doubts about functionality – where could they come from?Schulze speaks of “doubts about the functionality of the state.” It sounds dramatic. Almost revolutionary. One might think he were criticizing a distant, foreign power. But who passed the laws, tightened procedures, complicated responsibilities? Who built up, restructured, cut back, and digitally delayed the administration? CDU, SPD, Greens, FDP – the political long-term subscribers to power. The state whose functionality is now being questioned is no accident. It is the result of decades of government work. And Schulze is not an external assessor. He shares responsibility. It is politically remarkable: You diagnose a problem – one you have yourself administered – and then sell the repair as a historic new beginning. What is that called in psychology? The infrastructure revelation“More speed for roads, railways, networks and approvals” – not an end in itself, but the basis for trades, SMEs and industry. Wonderful. Who would have thought that functioning infrastructure is important? The decisive question is not whether acceleration is necessary. Rather: Why was it not consistently done during 15 years of state government and four years in the Ministry of Economic Affairs? Did approvals only suddenly become slow in 2026? Did planning procedures become complicated overnight? Did the administration coincidentally remain analog only yesterday? Or is all this the result of political priorities – or rather the lack of them? The myth of renewalParticularly touching is the invocation of the “spirit of renewal” of the 1990s. Back then, when East Germany was being rebuilt. Back then, when accelerated planning helped.Only: More than three decades have passed since then. And Haseloff has governed since 2011. Schulze has been Minister of Economic Affairs since 2021. So if in 2026 renewal must once again be invoked, that is not a sign of revolutionary energy – but a quiet admission that people had grown comfortable in administrative mode. “Saxony-Anhalt will also continue to participate constructively beyond 2026.” Participate constructively! What a bold vision. One might almost have expected a Minister-President to shape, lead, decide. But no – they participate. Constructively. Carry on. The irony of irresponsibilityThe true masterstroke of this speech is the rhetorical elegance with which responsibility is depersonalized. Problems simply exist. Procedures just take time. Doubts arise. Growth stalls. No one caused it. It’s just the way it is. And then comes Sven Schulze, the brave reformer from the very heart of government, and promises speed. How reassuring. How comforting. How unintentionally funny. For as long as the same parties have been writing the rules for decades and then lamenting their consequences, every “new beginning” remains a change of label. A rebranding of their own record. A new slogan for the same old continuation. After 15 years of the Haseloff era, four years of his own ministerial responsibility, and a speech full of gratitude, pathos and infrastructure platitudes, a heretical question suggests itself: If he is so great – why are we only noticing it now? The transcript of the speech by Sven Schulze: Mr. President, Honorable colleagues, As this is not my first speech in this chamber, but my first speech as Minister-President of Saxony-Anhalt, I would like to take the liberty of saying a few words of thanks in advance. First of all, I thank you all for the warm welcome in this new function. Above all, however, I am grateful for this election result in Saxony-Anhalt. I think many people were watching, and in this case the coalition – the Germany coalition of CDU, SPD and FDP – has sent a very, very clear signal. And I also say to you: When you heard the speeches by Henrik Wüst and Manuela Schwesig this morning, I am very pleased about this signal. I would also like to thank Reiner Haseloff, who shaped Saxony-Anhalt and federal politics for many years, who tirelessly placed himself at the service of Saxony-Anhalt and Germany. I think his direct, honest and above all down-to-earth manner was also an enrichment here in the Bundesrat. And what was important for all of us was that in these 15 years as Minister-President he always remained human. He would have liked to be here today, but he and his wife have a very important date: tomorrow they celebrate their golden wedding anniversary. Anyone interested in attending the celebration is welcome to contact me for the time and place. For my first speech as Minister-President, I am very grateful that we are addressing a very important topic for the future here, namely the future of infrastructure. We all know that Germany must become faster and more effective, especially in planning and construction. That is what people in Germany expect from us, and it is what companies in the country expect as well. And the present law is at least an important building block for that. We all know that lengthy planning and approval procedures raise doubts about the functionality of the state and, of course, also hinder the economic growth that we urgently need. In the end, we simply cannot afford that. It is a first important step that procedures are now being standardized and processing times significantly shortened. For East Germany, I can say that we were once pioneers. We had a Planning Acceleration Act in the 1990s. Those who can still remember know: It was enormously important for East Germany, for my home state of Saxony-Anhalt, where many parts of the infrastructure were in ruins, and these simplifications helped us greatly. But we also know: At the time it was a temporary regulation. Anyone who looks deep into the annals of the Bundesrat will see that even back then the states demanded that this exceptional regulation for East Germany be extended to all of Germany. The federal government did not want that at the time. So, dear Federal Government, it is actually always worthwhile to listen to the states. I experienced this phase of reconstruction at close quarters. It was the people in the East who, with their diligence, the right framework conditions and with great support from the West of Germany, decisively advanced this transformation and rebuilt East Germany. I am certain that it would be good to remember that spirit of renewal from back then – especially today, when we are living in challenging times throughout Germany. Against this background, in Saxony-Anhalt we have not only used these experiences but also incorporated them into our current coalition agreement. I quote: “We will work to ensure that infrastructure projects planned in the medium and long term by the federal and state governments are brought forward or accelerated.” Honorable colleagues, we depend on a functioning infrastructure in all areas of our lives. This applies especially to companies, to small craft businesses as well as to large employers in the state. The economic situation is currently tense in many sectors. I mention the automotive supplier industry and the chemical industry. Here too, we need competitive framework conditions. When we negotiated the coalition agreement at the federal level last year, one of the most important projects included was the Infrastructure Future Act that is before us today. I expressly thank the Federal Government for bringing this project into implementation so quickly. It is also clear: It is a complex law. There are still some points that absolutely need to be discussed. I am certain that the speakers who follow will address these in detail. For me, one thing remains decisive: We need more of this new Germany speed – for better infrastructure, for a competitive business location and for secure jobs throughout Germany. And you can be sure: Saxony-Anhalt will continue to participate constructively in this beyond 2026 under my leadership. Thank you very much. Author: AI-Translation - АИИ | |
