Is Artificial Intelligence Coming to the Job Centers of Burgenlandkreis? On September 10, 2025, the 5th meeting of the Job Center Operations Committee of the County Council took place. One focus was the acquisition of a cooperative share in K4K Kompetenz für kommunale Innovation und Digitalisierung eG. Sounds bulky, and you don’t really know what it’s about. But with such topics, that’s often the strategy.
The draft resolution states that Burgenlandkreis will join K4K Kompetenz für kommunale Innovation und Digitalisierung eG with a cooperative share of EUR 500.00. On the website of K4K Kompetenz für kommunale Innovation und Digitalisierung eG, you won’t really find usable information about what this cooperative actually does. The longest text section is the privacy policy. The information in the PDF for this meeting provides much more in this regard. It states in nice promotional German: "The project portfolio comprises a variety of successful initiatives implemented together with the members: project support for organizational and digitization projects, support in developing smart city strategies, evaluation of software licensing as well as IT service and software contracts, preparation of requirement specifications and procedure directories, introduction of a social intranet, selection of e-learning platforms for data protection, and implementation of an AI-based chat and voice bot. Members can commission the services and products of K4K eG individually within the framework of an in-house assignment pursuant to § 108 Act against Restraints of Competition (GWB) and on the basis of a cooperation agreement to be concluded." The county administration therefore does not have to carry out tenders if K4K Kompetenz für kommunale Innovation und Digitalisierung eG is to provide services for the county administration. Yeah! AI is coming! The future is near!Specifically, the county administration aims to use the "inter-municipal AI project 'Made in Hessen'," which, with a product expected to be completed by the end of 2025, will provide beneficiaries with automated, understandable, and reliable information around the clock. The chatbot is intended to answer frequently asked questions and support employees in daily communication – without waiting times and always available.Rejoice and be gladCitizens are always delighted when they have a concern and are referred to a machine that ultimately cannot help them. Such systems already exist here and there. The big advantage is that those affected don’t get anywhere, but at least no administrative employees have to be bothered. Preferably, the citizen just gives up. This way, some problems that the administration might otherwise have had to deal with simply resolve themselves. An AI is always friendly, even when it’s not helpful. There’s no point in the citizen raising their blood pressure. The AI doesn’t care.A look into the futureAI will increasingly make its way into public administration. I am firmly convinced of that. The only question is how intelligent the artificial intelligence actually is that is being used. It is quite conceivable that in the not-so-distant future entire application procedures will be processed by AI. AI can work 24 hours a day, needs no vacation, no parental leave, never gets sick, doesn’t take weekends off, and isn’t unionized to demand higher wages. At first, this will be proclaimed as a relief for employees – until it leads to staff being laid off. Because the latter is the only logical and consistent step.Since the trend has already been moving for quite some time toward documents and notices no longer being signed, so that preferably no one is personally responsible for any decisions, with consistent use of AI the remaining administrative staff will feel even less accountable if decisions do not turn out in favor of those affected. Great, isn’t it? Those who can’t go digital are outCitizens who struggle with this internet and devices like smartphones are out. Well, okay, such beings will die out over time anyway. The younger generation is coming up, and they can handle apps. Many don’t want to have anything to do with occasionally grumpy administrative employees in person anyway.Be sure to vote in favor! So, dear county council members, at the next council meeting, be sure to approve this entry into the cooperative. AI is important. AI saves costs and administrative staff. Those who lose their jobs as a result can then use AI themselves as affected citizens. In any case, AI creates even more distance from the citizen – and that’s important, isn’t it?Author: AI-Translation - Michael Thurm | |
