Who will become a multimillionaire in the Burgenlandkreis? - Who will the IKIG make mega-rich?

These are fantastic news that probably made a few champagne corks pop or will do so soon. If all goes well, the Burgenlandkreis could soon become a hub for many freshly minted multimillionaires. The resolutions for the IKIG (Intermunicipal Industrial Area) make this possible.

There are still critics of the planned IKIG, as the sealing of valuable arable land and the associated destruction of nature are unnecessary. In the district and beyond, there are many areas where companies could have settled immediately – if there were enough companies.

However, this did not stop the city and district councilors of Weißenfels, Lützen, and Hohenmölsen from continuing to push this project forward. They see the approximately 140 million euros in funding that could flow into the district.

Since the city council of Teuchern rejected joining the IKIG association, the planning must now be limited to just under 250 hectares – previously, it was well over 400 hectares.

Wolgang Gotthelf asked the following question at the Weißenfels city council meeting on March 20, 2025:
I hope all city councilors have thoroughly read this new statute. In my opinion, and that of many other citizens, this is the final step towards the self-dissolution of this city.

The new land conditions bring with them new shareholding ratios, and with the requirement for a two-thirds majority, fundamental decisions are theoretically and practically impossible (e.g., withdrawal). The higher share results in higher costs, as the infrastructure can hardly be reduced – these costs will be borne by us citizens for decades.

Additionally, there are many false figures in the feasibility study – better said, in the convenience report. Alone, the wastewater system is short by 20-30 million euros. There is no longer any mention of non-expropriation; this issue can now be passed on to third parties by the association. When appraisers start extorting ordinary citizens, one doesn’t have to get their hands dirty.

Therefore, I ask: Is the promise still valid that there will be no expropriation and no forced termination of lease agreements running until 2040? Is this stated in the statute?

In the statute, which was also voted on in the Weißenfels city council on March 20, 2025, expropriation was excluded – albeit relatively vaguely. The mayor of the city of Weißenfels, Martin Papke, assured in the city council meeting that there will be no expropriations. See video evidence:

Rotkäppchen Sparkling Wine Can Flow in Streams

In general, with infrastructure projects, the state, federal state, cities, and municipalities can "expropriate" land for compensation to build things like roads. The owners of these lands are typically compensated at market value. For the lands where the IKIG is to be created, the price per square meter – if I remember correctly – is about 17 euros. But this is – now officially confirmed – off the table.

We live in a market economy where supply and demand determine the price. Weißenfels, Hohenmölsen, Lützen, and the Burgenlandkreis want the IKIG. For this, the corresponding lands need to be acquired from the owners. The landowners have a monopoly and can thus set the prices. Why should they settle for paltry amounts of 17 euros per square meter? Why not demand 17,000 euros per square meter? One hectare (10,000 square meters) would then cost 170 million euros, not just 17,000 euros.

Rotkäppchen sparkling wine can already be ordered in large quantities – for bathing in, not for drinking!

After the association was established by Weißenfels, Hohenmölsen, Lützen, and the Burgenlandkreis, the responsible parties will likely need to get in touch with the funding agencies. Thanks to the wise foresight of the decision-makers, the previously envisioned 140 million euros will likely not be enough. If such prices per square meter do indeed occur, about 42 billion euros would be needed just for land acquisition.

Was this the plan of the district and city councils?

If so, it was a brilliant move – because these billions, if the land sellers reinvest them in the district, could trigger an endless boom. We can also be thankful to the critics for their persistence in ensuring that there is no expropriation.

The members of the association (Weißenfels, Hohenmölsen, Lützen, and the Burgenlandkreis) would just need to figure out how to come up with their own share of the funding. In times of spontaneously created special loans, a few hundred million should certainly not be an issue – even if the district and municipalities don't even have enough money for voluntary tasks, right?

Weißenfels city councilor Jörg Riemer explained in the city council meeting in November that the IKIG is comparable to the connection of the city of Weißenfels in the mid-19th century, as it led to a tremendous economic upturn. And yes, the man is right, especially if so many billions flow into the region through the land purchases for the IKIG.

The Big But!

If things go poorly, the IKIG will be buried in the foreseeable future because the landowners will demand prices that cannot be financed with tax money. However, the employees hired by the association will at least have a job – and that’s already something, right?
