Impressions from the City Council Meeting in Weißenfels on Thursday, March 20, 2025Weißenfels – based on my personal impression and conclusion – was given the leadership role in two important upcoming decisions due to the total submission of its leadership and the CDU city council members to the district administration. These decisions involved the resolution to approve the Letter of Intent for the construction of the large prison in Weißenfels and the resolution for a new statute for the IKIG (Lützen and Hohenmölsen are still pending). ![]() The results were not really surprising given the majority dynamics. What did surprise, however, was the total organization of this city council meeting. The head of the municipal order office of Weißenfels, Mr. Maik Trauer, had been assigned the task of conducting entrance checks and a roll call (I was No. 2). To assist him, he had two police officers who helped guard the entrance to the council chamber. Only 30 citizens were allowed in the chamber – officially due to the capacity of the spectators’ gallery above. This was enforced despite the available space in the council chamber and despite many past examples where, for topics of general public interest, the attendance limit was lifted to allow more visitors. Targeted Seating and "Claqueurs"?The composition of the “interested citizens” on the gallery also appeared organized, as they evidently managed to get into the first 30 through prior notice. During the public question time, the expected contributions and approving applause were heard at the "right" moments.In common parlance, such a selected group of people is referred to as "claqueurs." The contributions of some city council members also gave the impression of a thoroughly planned direction. Transparency? Not a Chance!What was particularly disturbing was the stark contrast between the lofty pledges of transparency, citizen participation, and communication (see quote from the LOI) and the actual approach taken.Just as hypocritical and deceitful were the statements about considering the decisions of local councils, which of course played no role in the decision-making process regarding the large prison. The answers to my questions were not really reliable: First, there was reassurance and time gained – and then they implemented exactly what had already been decided behind closed doors. At the Monday citizens' meeting about the large prison, there was talk of an immediate possible construction start. Now, it suddenly became: “Yes, we will adhere to a prescribed planning schedule.” Regarding the new statute for the IKIG association, it was stated: “We will not carry out expropriations and will not cancel lease agreements forcibly.” But unfortunately, that is not what the newly approved statute says. Words are known to be fleeting – what does yesterday’s chatter matter to me? The managers of the valuable farmland within the remaining IKIG must therefore continue to worry. Democracy or Show?Overall, this meeting was a prime example of the new “democracy” that is spreading more and more in Germany – and unfortunately, it is not just limited to Berlin.
