The Rule-Maker – Pappi Longstocking in the City Council

We live in very interesting times. We are witnessing how democracy is increasingly being hollowed out – but not by supposedly anti-democratic parties, rather by those who claim to be democratic themselves.

How important video recordings of city council meetings are can be seen from the session on December 12, 2024, in Weißenfels. Or maybe not, because once again the chairman of the Weißenfels city council decreed that he and those CDU city council members should neither be seen nor heard in the video. I have accordingly edited the video and added a bit of Christmas spirit. Let’s see if someone complains again now.

Why Ekkart Günther, chairman of that very Weißenfels city council, does not want a video recording published online becomes clear when you observe his manner – which in a way follows the principle of Pippi Longstocking: “I make the world the way I like it.”

Pappi Longstro... uh… Ekkart Günther has decided not to read aloud the texts of the motions to be voted on anymore. He justified this with increased efficiency. The council members have the texts on their tablets. He commented on his new rule with the words: “We will see what happens.” A few council members tapped their tables in approval. He thanked them for that approval.

In fact, there is no direct regulation requiring the reading aloud of the motions. However, this can be inferred indirectly.

Reading the motions aloud ensures that all members of the body as well as the attending audience – especially from the public – know exactly what is being voted on. This is crucial, particularly for lengthy or amended motions during the session, to avoid misunderstandings and to ensure that the motion is correctly formulated and understood. Additionally, reading aloud corresponds to the principle of transparency, which is an essential part of democracy in municipal bodies.

Legally, reading aloud can be indirectly derived from the general regulations of the Municipal Constitution Act. For example, § 52 KVG LSA requires meetings to be public. Reading the motion aloud helps ensure that even listeners without access to written documents can follow the content. Likewise, § 56 KVG LSA mandates that resolutions must be properly formed. Reading aloud can be seen as a method to guarantee that all involved know exactly what they are voting on.

In other city and municipal councils and also in district councils, the motions are read aloud. Only in Weißenfels is this "new trend" being introduced.

When city council members had questions about the topics, those answering often hinted that these had already been discussed in committees. Everything had been settled there. Therefore, questions were deemed unnecessary. The only thing left was to raise an arm and approve.

As already reported, I was banished by Pappi Longstro... uh… Ekkart Günther with my cameras to the spectator gallery. From there, the texts projected by beamer onto the screen are only partially readable. The acoustics up there are also very poor. Often, it is barely possible to understand what is being said into the microphones. The video evidence can be clicked above.

It therefore leaves no other conclusion than that Pappi Long... uh… Ekkart Günther and certainly the CDU faction prefer opacity over transparency. They do not want the citizen, the voter, the sovereign, to actually find out what happens in the city council. But anyone who does not want transparency clearly does not understand democracy. They do not understand that they were not elected to rule arbitrarily at will, but to serve the citizens and be accountable to them.

The Pending Legal Dispute is scheduled for hearing on 18.12.2024

Pappi... uh… Ekkart Günther obtained a preliminary injunction at the district court against the publication of the video recording of the city council meeting from 07.11.2024. I filed an objection. The oral hearing was scheduled for 18.12.2024, at 11:15 AM in Room 39 of the Weißenfels District Court, Friedrichstraße 18. The result will show the state of democracy in this – as I like to say – German and Democratic Republic. If the court sides with Pap... uh… Ekkart Günther, democracy will have taken a step backward in this area as well.

I quote Pap... uh… Ekkart Günther: “We will see what happens.”

IMPORTANT! No hearing will take place on 18.12.2024. Ekkart Günther’s lawyer is unavailable at that date. Apparently, Mr. Günther cannot appear without a lawyer.
