On the contrary, tremendous effort is being made in the four municipalities involved in the IKIG project, as well as by the county, to create a fait accompli. We citizens must defend ourselves against this. On June 18, 2024, another step is to be taken through the back door—once again in a now typical fashion. Hidden within a correction to an existing land-use plan—due to unused residential areas in the city and its districts—is the designation of 178 hectares for the industrial and commercial park. That this would deprive agriculture, and thus food production, of its foundation through the sealing of 400 hectares (roughly 650 football fields), seemingly plays no role. All the while, there are already plenty of unused contaminated land areas in the region and in Nessa or Teuchern itself. Let us oppose this destruction of soil and future together and join the demonstration! We urge your support in preventing this project. Burgenlandkreis intends to develop this industrial area directly adjacent to the mentioned villages, on the most fertile arable land. With an average soil rating of 90 points, this site is not only among the most valuable for agricultural food production regionally, but globally. The planned industrial zone would seal over 400 hectares and render them unusable for agriculture—equivalent to about 650 football fields. This does not even include additional land needed for infrastructure such as bypass roads, railway connections, etc. The Central German lignite region has already undergone significant structural transformation since the early 1990s. The intended "re"-industrialization of the region after the fall of the GDR was also driven by noble intentions to strengthen the area. In this spirit, many areas were designated, just like the currently proposed intermunicipal industrial and commercial area. While some companies did settle, it was neither in the quantity nor the quality promised. This has been the case for many such ventures across East Germany. From our point of view, past mistakes should not be repeated—i.e., such zones should not be created and maintained just to access structural funding. If, in the absence of sufficient interest from businesses, these areas are eventually covered with solar panels, this may align with national energy policy, but it does not create jobs and is, when viewed rationally, a senseless destruction of ecosystems and biotopes as well as a long-term loss of highly fertile farmland. This has already happened on many hectares in Teuchern, Nessa, Groben, and Zorbau. It is irresponsible! Expectations regarding an influx of workers to such industrial parks have proven completely unrealistic—especially in Saxony-Anhalt, where the population is declining rather than growing. Many companies in the region already report a shortage of workers, particularly skilled labor. Only urban centers like Leipzig-Halle, Erfurt, or Dresden show noticeable population growth with effects on workforce availability. Similar effects for the affected villages are likely wishful thinking—particularly for an industrial park that doesn't even have a basic settlement strategy. The growth potential and immigration of workers promoted by politics are baseless and just as fanciful as much of current federal policy. It is evident that unjustified and unsecure investments do not positively impact the economy; in fact, they contribute to Germany’s ongoing economic decline. What we are actually witnessing is an exodus of industries to more attractive foreign locations, despite irrational spending of structural funds. This offers no incentive for industrial investment. We see no positive synergy effects for the region between A9 and Zeitz, especially as there are already sufficient available or developing industrial zones nearby. These will directly compete with the proposed area in Burgenlandkreis. Examples include Leuna (approx. 300 ha expansion), Zeitz (approx. 150 ha), and several hundred hectares in Halle South, Wiedemar, Zwenkau, and Gera North. Moreover, such an industrial zone would not only damage the environment but place extreme burdens on surrounding villages—through emissions, noise, artificial lighting, and pollutants. In our culturally rich and rural area, this would inevitably lead to a decline in quality of life and be highly irresponsible toward affected citizens. The frequently cited political argument of increased tax revenues is a hollow one. After 30 years of development in the East, it’s obvious that these taxes are not paid in the municipalities where the zones are located but rather at the headquarters of parent companies—most of which do not even benefit the Federal Republic. Instead, we must consider the risk of failure. Who will bear the costs for maintaining the infrastructure until enough companies move in? Who will pay for possible dismantling if the project fails? Who will cover the costs of the special-purpose association being created? We, as a citizens' initiative, are making every effort to raise these issues with political decision-makers. Unfortunately, we receive insufficient information. Genuine participation in the decision-making process is entirely absent. Our arguments are dismissed with platitudes. We ask you not to support this project and to express your opposition within the scope of your political responsibilities. You bear a significant responsibility for the rural population and their future in the affected villages. We hope for your support and are always open to constructive dialogue!
