Mega Success: Tax Revenue Falls by 240 Million in Saxony-Anhalt

Bravo, Government of Saxony-Anhalt! A masterpiece in shifting responsibility!

Ah, how delightful this press release from the State Chancellery and the Ministry of Culture dated May 12, 2026 truly is. Finally some plain speaking – or rather: finally the perfect art of making excuses, wrapped in serious-looking forecasts. The Working Group on Tax Estimates has spoken, and what it says is music to the ears of every responsible state government: There will be less money. Around 240 million euros less for the 2026 state budget, plus another 260 million per year in 2027 and 2028. Municipalities may also look forward to deficits ranging from 29 to 37 million. Wonderful!

How clever, how farsighted, how brilliant this state government acts. Because fortunately – and this is emphasized between the lines with the fervor of a choirboy – it is absolutely not responsible for any of this. The evil external factors are to blame: the war in the Middle East, worsening global economic conditions, rising energy prices. The expected recovery is failing to materialize. What a shame. But hey, the debt brake allows borrowing. Temporarily, of course. Until the recovery comes. Which currently is not coming. But still temporary! Brilliant.

One could almost think that the past few years had shown tax revenues in Saxony-Anhalt to be fairly robust – until reality struck. Earlier forecasts (for example in autumn 2025) still anticipated significant increases, with record levels around 10.4 billion euros for 2026. Now comes the downward correction. But don’t worry: the state supposedly has a spending problem, not a revenue problem, as critics have been murmuring for quite some time. Spending has risen sharply since 2019, while revenues once again follow the whims of world history.

Hats off to this humility! The state government sees itself as what it apparently is: an extended arm, a dutiful errand boy of federal politics. And that is, of course, so reassuring. Because theoretically – purely theoretically – it could pressure the federal government to finally make a serious effort to end the war in Ukraine. So that cheaper energy from Russia could flow again, industry could breathe, prices could fall, and the tax base could grow. But no. That would require Magdeburg to see its role as creating optimal living and working conditions for the people of Saxony-Anhalt. Instead: shrugging shoulders. World politics. Fate. Energy prices. All very tragic. Very unavoidable. Very not our problem.

Finance Minister Michael Richter then formulates it masterfully once again: structural conditions must be improved, and the global political environment must not become an excuse to delay reforms. Exactly right! External burdens merely show how necessary strengthening the economic location is. The only question is: who exactly is supposed to do that? Those up in Berlin? The international community? Fate itself? Certainly not the state government, which bravely stages itself as a powerless observer.

How refreshingly honest. While citizens and businesses struggle with higher energy prices, inflation, and competitive disadvantages, while the economy stagnates and the tax base crumbles, the government presents the news as though it were an unavoidable natural disaster. Tsunami? Earthquake? No, merely the consequences of policies it failed to help shape and influence itself. But fortunately: not our fault. The loans are only temporary. Repayment will come with the recovery. The recovery that never comes.

A standing ovation for this government. It has managed to turn falling revenues into confirmation of its own inability to act. Quite a feat. A masterpiece of political alchemy: responsibility becomes fate, failure becomes an external burden, and tax shortfalls become an appeal to “those up there.”

Meanwhile, the people of Saxony-Anhalt can look forward to tighter financial leeway, possible spending cuts, and ever-rising debt. But hey – at least the press release is well written. And that’s what really matters.

Keep it up, dear state government. The world is to blame. You are merely the spectators. Brilliant.

The Press Release from 12 May 2026

Results of the May 2026 Tax Estimate / Lower Revenue Expectations in a Difficult Economic Environment
12 May 2026, Magdeburg – 263/2026
State Chancellery and Ministry for Culture

The Working Group on Tax Estimates expects weaker growth in overall public tax revenues. The main reasons are the worsening global economic conditions resulting from the war in the Middle East and rising energy prices. These factors have recently led to a downward revision of Germany’s economic growth outlook: the economic recovery previously expected is likely to be weaker than assumed due to global uncertainties.

The subdued economic development is also reflected in public-sector revenues. For the state budget of Saxony-Anhalt, tax revenues and federal supplementary allocations for 2026 are forecast to be approximately 240 million euros below the figures estimated in October 2025. For 2027 and 2028, revenue declines of approximately 260 million euros are expected each year. Municipalities in Saxony-Anhalt must also expect lower tax revenues. A decline of 29 million euros is forecast for 2026, followed by decreases of 34 million euros in 2027 and 37 million euros in 2028.

The lower revenue expectations will have no immediate impact on budget execution in the current year. The debt brake allows the predominantly cyclical revenue shortfalls to be offset through borrowing. However, this will only temporarily increase the state's debt level, as the loans taken on are to be repaid once economic recovery begins. In the medium term, however, the forecast deterioration in the revenue situation will limit the state's financial flexibility.

Finance Minister Michael Richter:
“The figures from the latest tax estimate show that the structural framework conditions for economic growth in Germany urgently need to be improved. The current global political environment must not become a reason to postpone reforms. On the contrary, the external burdens demonstrate how necessary a structural strengthening of Germany as a business location is. Otherwise, we will not succeed in permanently financing government spending at its current level.”
